General

 

All the Questions must be answered with 'Yes', 'No' or 'Not applicable'. For this please click the respective cell of the questionnaire. A question should only be answered positively if the Assessor is certain that the given answer agrees with what actually happens in practice. In most cases this will involve not only the examination of documents, manuals or records but also observation of the physical operations.

The Assessor must add a comment for 'No' question. It is also the responsibility of the Assessor to give a summary of the complete Review in general and to agree on measures to eliminate weaknesses in operations or processes.

A timescale for the implementation of the measures has to be agreed and a follow up is required to confirm actions have been taken.

 

Preparation:

 

Prior to the Assessment taking place the Assessor should make contact with the Logistic Service Provider (LSP) to be reviewed. The Assessor should explain, to all persons involved, the aim of the Review, i.e. with the implementation of this Review we will ensure a standardized approach to transport and distribution safety throughout Asia Pacific Region, as well as promoting a culture of continuous improvement in this area.

The documents are to be sent to all participants in advance. All necessary data has to be collected before the Review takes place e.g. company / site / plant / unit profile is available and if possible the questions are answered by the LSP.

The Assessment consists of two parts:

 
  • The General Information contains the company profile, its activities, facilities, construction & operating permits and the equipment used at each of the warehouse sections in the site. This information is to be provided in advance by the warehouse management, and must be verified and completed by the assessor during the assessment.
  • The Questionnaire contains general HSE management system and specific questionnaire for packed warehouse which is based on the European Chemical Industry Council (CEFIC)'s Safety and Quality Assessment Systems (SQAS) and the BASF Safety Guideline for Warehousing of Packed Goods in Europe.
  After the Assessment the Assessor and the Assessed Company can add general comments to the complete report.
